Issues!!

Need advice!! My SO recently told me he got burn in the past so he does like to he affection.. He doesn't want to make out or eat me out. Mind you we been dating 3 years.. He did do this in the past. He said it takes to much effort to do this. I was going to stop having sex with him or anything sexual until he starts to do those to things. It seems one sided...
