Anyone else's 4mo old NOT rolling over?

My LO turned 4 mos on the 21 and she still isn't rolling. She will kick her legs while on her back and get half way but she can't get her arm tucked to actually roll. When on her belly (which she hates) she kicks her feet and scoots but doesn't seem interested in rolling from belly to back at all. I would just like to know that I'm not alone.
