When dressing professionally, yes. However a dress? I wouldn't wear a dress to an interview unless it's a dress suit. But again it depends on what you're interviewing for. Dress for the job you want, not the job you have.

it's a second interview for a teaching position.  the first one I wore a suit but I wanted to stand out more for this one and not to mention it's hot out. appreciating all the feedback!!

No. Certainly not in the UK, anyway. Interviews for the majority of jobs (i.e. not 'high-power' big city type jobs) are also a lot more casual than they used to be. I work in HR, so I know that there's little to no expectation that candidates will wear a suit or a formal business dress. So long as you're clean, tidy and smart, you make a good first impression and jobs are given based on your answers to interview questions and competency tests. Whether you have bare legs or tights/pantyhose really should not make a difference.

It depends on a lot. If you are in Arizona there is less of an expectation of wearing any hosiery. Up north, there is more of an expectation but it is not a requirement.

Maybe the company in the north wants someone who is strong enough, despite any possible expectation, to not wear hose. Other companies will want someone to be a conformist/Team Player.

No matter what, the "right" decision will, at best, be a tie breaker, it will not get you the job on its own.
