No it doesn't.  
The tightenes of your vagina is ruled by the strength of your pelvic floor muscles.  
People always say it bounces back, but never to how it was before.  
The only way to restore tightness is to work your pelvic floor muscles daily.  You can even get it tighter than before if you work hard enough. As with any muscle and it needs effort.

I personally use vaginal weights for three months post partum they are available on amazon. 
After three weeks use my partner always notices a difference and sex is over all more enjoyable.

With both babies, my husband thought it bounced back. Baby #1 we waited 6 weeks and he thought it felt a little different, but eventually it was fine. Baby #2 we waited longer because recovery was different, but it was fine after and back to normal.

Your vagina walls are a muscle so yes they will contract and then be back to normal
