Hard time getting 1 month old to sleep

My baby is one month old tomorrow and we have a heck of a time getting her to fall asleep. She usually wakes up, diaper change, eats, and then I walk around with her or lay her on her activity mat for awhile.  I watch for signs of her being tired and try to catch her before she cries of being overtired.  Once I think she's ready, I put her in a sleep sack and we bounce on an exercise ball. Sometimes it takes 20-30 minutes for her to shut her eyes, otherwise she is just staring. She doesn't cry during this time unless she gets a wet diaper. Anyone else experience this? It's frustrating because I put all the work into getting her to sleep and then she only naps for 30-60 minutes. She sleeps better during the night and doesn't need as much help going back to sleep then.
