Does he like me or do you guys just like to drunk cuddle?

I met a guy yesterday and before we even started drinking, he kept putting his arm around me or high-fiving me constantly. After he'd give me a high five he'd hold onto my hand for a few seconds. Later we started drinking and once we were drunk he kept cuddling with me and rubbing my back or legs. When it was time for him to leave he hugged me three times. My roommate who is best friends with him says he's like that with everyone but I thought it was flirty not friendly. What do you think?
