I've been "talking" to this guy for about seven months now. He knows I'm willing to make it a relationship but says we still needs get to know one other before jumping into a relationship. But it's beginning to feel like a punishment whenever we have an issue. Like it doesn't matter because "we're just talking". He's even said that if we're still headed in the same direction Feb 2018 well move in together but won't date me. I just don't understand.

Up until a few days ago I played along. We act like a couple without the exclusive title. But I apparently haven't been paying attention to him or asking him how he is and he told me again today that it's cool because he had to check himself and remember that were just talking. WTF. I really like him but I'm beginning to think he doesn't want to commit to me. So what does he want? Anyone else deal with this mixed signal mind game?
