"Not producing 'enough' Milk"?!

I get that there is no time for busy moms to breast feed such as those who work. But I know a lady from church who doesn't work at all and is a stay home mom. I swear I love her to death but I know she's the laziest person I've met in my life. Her children are all 6,4,1 and the youngest is like 3 months old. They all smell bad all the time and their diapers is always full. Her house is always dirty and smells like dirty socks. Anyway, She has never breast fed  and told me she can't produce milk. With her first child -I remember she brought her newborn over so I could breastfeed her since her and I delivered around the same time. She is pretty close to the family and I know that she hasn't even tried to breast feed even though she claims that she wanted to. Is there any truth behind women who "can't produce" or that can not produce "enough"? I'm sure our bodies are smart and know once we have delivered a baby our beautiful breasts starts producing. I never wanted to give up even though the first two days seemed like my baby wasn't getting enough milk. Could it be that women are just lazy and are not patient in breastfeeding?
