Should teachers be allowed to punish students for acting up?

My sister is a 2nd grade teacher and for her county she can not punish her students. No taking recess away, no silent lunches, no keeping one student out of a fun activity. All she can do is send a letter home and let the parents take care of it. In her county most parents are the don't punish/talk about feelings type of parents. So her classes are crazy and she can't do anything about it. She's wanting to leave teaching because of being under paid and dealing with children she has no control over. I personally can't believe it, if my kids is acting crazy please take his/her recess away. I couldn't imagine dealing with 24 kids by myself and not being able to punish them for acting up.
