how do you make a budget?

So my SO & I are finally moving out, we will be tight on money but honestly I don't mind my mother in law is awful and I can't stand it anymore.  I'm pretty nervous truthfully, but I need advice on how to make a budget and not stay with out money during the month.

This is a complex answer that can't be totally answered in a comment box. However, I do work with people in your same boat so I felt the need to respond. Start by righting down every big and little thing you spend money on. From rent and insurance all the way down to coffee, lunches, nails, soda machine etc. 
Make a spreadsheet on the computer or handwritten on paper. 
Top row, third colum should show your monthly income after taxes. 
Column one: expense item, 
column 2, cost
Colum 3: income Minus the cost of each thing. 
The bottom of colum 3 should not be negative. If you include savings then maybe it could be 0 but it's good to have a buffer. This will help you decide what to reduce spending on. 
The next step would be building income and reducing waste.

Look at what you make as your take home pay every month or however you want to do it..

I go by every 2 weeks so I know when bills are due and if I'll have enough.

So I'll put 
Payday 1st of the month = X amount
Bills, food budget, home budget, gas etc etc.

Payday 15th of the month = X amount

I have a chart/table I have on my computer and I put all my budgets and bills in a category and if it's manual/auto and how much is expected and how much is actually paid or cost.

We have 'You Need A Budget' app. It cost money, but you can add categories, and put transactions through your phone. Example: I get $40 a month as my spending money. If I go to the store and buy myself a $10 shirt, I will go to the budget app and go to my spending money category and add my transaction. Then it says I have $30 remaining for the month. You can add all kinds of catagories. We budget for car tags every month, car insurance, clothes, groceries, gifts etc. We also have 2 budget meetings a month to see how we are doing, and tweak the budget if need be. It is awesome!

Maybe if you have a laptop, mine has a budget chart for me when you open word. Or I'm sure there's app, or maybe even see if the bank can help with anything.
