Allergic reaction rash or what can it be??

Ive recently changed her to formula and ever since then shes been constipated and fussy. I also realized she has this all over her face. On her body also but not as bad as her face 😩

I'd take baby to the pediatrician.  That's what they are there for.

Completely an opinion but almost looks like heat rash. My son used to get it... but it really depends on climate you live in I'm from Florida where it's always hot. But can always have doctor check it
