Is it normal to see a sac at 5 1/2 weeks but no baby?

My HCG level was at 15,000 and the dr saw a sac measured at 5 1/2 weeks but no baby, is this normal? Please comment I am super nervous as I had a miscarriage two months ago

Yupp Im an ultrasound tech and I've actually only one saw more than a sac until 6 weeks.

U don't normally see the embryo until 6 to 7 weeks

My OB saw a sac and a yolk sac at 5 weeks and didn't see the embryo until 6 weeks.
