How did you go about doing a routine?

My lo is 14 wks old i log her sleep, Awake and feed times theres not alot of consistency as im trying to find a routine that suits her. How did use go about starting a routine? Any tips? My lo is really hard at times and wont go down for naps and when she does there cat naps thats why i find it hard to stick to a routine. Ive read save our sleep and tried it and she was to unsettled for it
