Neither of these things put you into labor. The red Rasberry leaf tea tones your uterus and gets your body ready so that when contractions occur they are more affective. Primrose oil softens your cervix. But neither bring on labor.

I've been drinking red raspberry leaf tea daily since 28 weeks (32+5 currently) and I'm starting EPO at 34 weeks. Started RRLT at 2 cups a day, I'm going to bump it up to 3 cups at 34 weeks and to 4 cups at 38 weeks and on. I hope it speeds thing up once I go into labor! I've heard good things. Following! I like hearing others' success stories with it.
