Is it normal to have reduced movements at 18 weeks? I have already been to see gp and other than high heart rate everything else was normal but he said to call again tomorrow morning. That would then make it 48 hours.

As long as there is some movement! Sometimes they slow down for growth spurts.

While it's easier said than done, unless told there is no real reason to worry about movements be regular because at 18 and even up until 28 weeks baby's movement are fairly inconsistent. Kick counts start at 28weeks.

Yes. Baby is still so small and has tons of room. You won't feel movement every day and even go days without it.
