Child support

I hate reading long posts, so bare with me , I'm trying to water this whole story and post down. 
My husbands best friend, Rob, has 2 kids with his ex Jaz. They have been off and on for years, two years ago they "split for good" , (this is just the longest they have been apart. I'm sure they will be back together in the future and split again 🙄) . Now after that big fall out she went and filed child support. Mind you Rob is an amazing father, hes always been around, he goes to all their activities and so on. Right now he owes thousands. He is currently working for my husband bc my husband is able to pay him more than any other job he would be able to get. Now, Jaz makes bank, like she makes so much she's able to pay other people to do her job for her. She got married a year ago and her husband made pretty decent money. Well they divorced, and she's now getting a nice little check from him in spousal support. 
Rob this week had $27 to his name because of how much he is paying in support and after paying bills.
Jaz recently made a comment to Rob about how his "child support" just bought her her  new SUV. (She's got 3 vehicles in total, in her name) . 
My question is, if a mother is financially able to take care of her kids, should the father have to pay the maximum amount of child support and should it go directly to the mother ? 
I feel like especially since Rob is active in his daughters lives, he shouldn't be fined the maximum amount, and it should go in a fund for the children , that can only be touched by said child at age 18, or if the mother proves to be not financially stable to take care of them alone.
