Severe congested 5 month old??HELP!

My little girl is 5 months old and last night she became congested. She hasn't been eating well the past few days actually. Well now it's to the point she won't take her bottle because she cannot breath. She isn't dehydrated yet, but she is so miserable as am I with no sleep. She sleeps better upright so I had her sleep in her bouncy seat so she could breath. I have applied baby Vicks, I had a humidifier going, I used saline drops, checked her rectal temp 98.6. I just wish I could help her. Any other tips??
