If a person is being emotionally bullied (not physically) do they have the right to use force?

Lets say a student is calling another student names, such as ugly or fat or just making fun of them. Should the student being bullied have the right to hit them or use a weapon or anything? Is it justified if they threaten the bullies life? Im asking this because of the incident where the student was threating lives with knives and was shot by police. Some people have said he was bullied. But does that give anyone the right to pull a knife on someone? My personal opinion is no. Yes bullying is hard to handle. There are many options, A) tell a friend, teacher, parent or police. B) go to counseling to release all your emotions in a healthy way. Or C) just ignore them and know youre better than them, that youre not the problem they are. Now all of these options can be very hard to do. Being bullied makes you feel horrible about yourself, and is embarrassing but these are way better options than getting in trouble with the law. A bully is not worth getting put in some kind of youth jail or getting shot.
