Hives??

So this photo is not very good because I had to edit it. This is basically my ass, well, the top of the thigh directly beneath my ass. Does this look like hives? I've never had hives so I don't know. They feel slightly itchy, but mainly just warm and painful. But not like really painful, just very very irritating, you know... Anyway, it's driving me crazy and it's obviously not something urgent to see a doctor... so any idea what this might be???
