Forehead kisses while sleeping

My bf always gives me forehead kisses while I'm sleeping or at least when he thinks I am. Sometimes when I'm falling asleep I'm too tired to keep my eyes awake, that's when I notice he kisses my forehead, if he doesn't it when I'm completely asleep I have no idea.

He also talks to me when I'm "asleep" saying how cute I am when I'm sleeping

What does it mean? What's the point in it? My best friend said it means he loves me and it's genuine affection but he has yet to say the words "I love you"
