Like, he refuses in general/forever? Or he refuses on a particular occasion? Those are totally different situations IMO. Just because he doesn't want to on a given day, it would have no effect on whether I would-- he's allowed to be in the mood for certain sexual things & not others.

People like what they like. I love giving head but I don't much care for receiving it. 
I understand that he should be wanting to please you as much as you do him and I understand the feeling of you should get what you give. It may seem unfair.
But on the other hand if he doesn't like it, why is it okay to force, guilt, or get upset when he won't and vice versa. 
If they/you don't want to do something you shouldn't be guilted into it because that's not enjoyable.

Giving and receiving is part of any healthy relationship. After a while I dont think I would like orally pleasing a partner who wasnt interested in considering my pleasure as well.
