What should I do?

So I'm in my last year of highschool and basically i've been seeing this guy for about 3 months now and he still hasn't given me a solid answer about what our relationship is. He says he doesn't wanna "date" me because his last girlfriend was super controlling and he doesn't think he can be there for me 24/7, but he still wants to be exclusive. Basically just date without the label which is a little confusing for me. At the beginning of our relationship or whatever, he put in so much effort and he was literally everything i look for in a guy, but now its almost as if he doesnt put in that much effort. In public he only occasionally treats me as if i'm his girl and i keep getting stressed over the fact that don't even know what's going on but if I bring it up I'm worried he'll get annoyed because he already got frustrated once. I guess I keep thinking that he'll realise he's being dumb and maybe go back to being the guy he was when i first met him but at this point I don't know what to do. I'm sorry for the long post but I really need some advice.
