Should I dump him because we lack communication

So me and His guy have been dating for 3 1/2 months. In the beginning we texted a good bit. But after a few weeks he stopped now we don't even text when we see each on campus we are all lovey dovey but communication away is nonexistent. I warned him a month ago if this didn't change that we are done he told me he would but nothing happened. We were supposed to hangout today but he didn't even text me back.and I asked him if he wanted to hangout a few days in advance he said yes. This isn't the first time he "stood me up". He claims he is busy but no one is that busy and if someone wants to make time they will. Right?
