Is this normal

My OB tested me for STDs at 12 weeks and now she's making me pay to get another HIV and Syphilis test at 24 weeks. I am married to my husband and we both only have sex with each other. I understand people lie, but I know better than to lie or sleep around while pregnant. This seems like money wasted as I pay almost completely out of pocket plus 400 a month in insurance to begin with. Did any of you ladies get tested more than once?
