Is this a sex toy? In baby toy bin??

I'm a babysitter and saw this in a baby's toy bin! I was taking out diapers when I found this along with her block toys!! I didn't touch it I'm just outraged!! Is it a sex toy? If so do I tell her mother I saw it or just ignore it ?
