inconsolable baby

So we are one week into the 4 month sleep progression period. He slept better last night. Only woke up twice. Today he is inconsolable. Woke up crying. The only time he's not crying is when a bottle is in his mouth (every 2 hours) or when he's sleeping (only in my arms). He feels like he has a fever, is a little congested but nothing compared to his RSV three weeks ago and he's been super fussy so I gave him Tylenol. Is it too early for teething? He's 16 weeks tomorrow. I just can't figure out what's wrong with him and this is so unlike him. I have the wonder weeks app. I know this is a leap period but if this seriously lasts for a couple more weeks I may absolutely lose my mind. Help
