Got mine for our wedding decor from China (aliexpress to be exact) also found a ton of paper flower sellers on Etsy

You can make them. All you need is paper, scissors, and a hot glue gun. Look up paper flowers on Pinterest. You'll find a step by step there. It's pretty easy but is time consuming.
