3 weeks postpartum c section scar, normal or not? TMI SORRY

I had an emergency c section done on January 23rd, roughly 3 1/2 weeks ago. The scar still looks rough is this normal? Any recommendations on how to clean it? My doctor said not to scrub and to just let water and soap run down it but it's been almost a month. Could I actually wash it? It's still very sore to the touch but walking and squating down doesn't bother me hardly at all anymore so not sure if it could be infected or not.
