ovulation test strips question

I am brand new to ovulation testing. I took my first test today at 2:30pm I know that my results are negative. The test line isn't as dark as the control line. Why do two lines pop up at all if I'm not ovulating? Do we always have this hormone at a low level? And do they always get just as dark or darker around ovulation? Sorry I'm so new to this and a little confused.
