My one month old baby girl refuses to sleep before 11pm..anyone else have sane issue?

My baby girl is 4w 3d today and has started to sleep from 1.5 hours to about 3 hours a night... I'm happy for the increase of sleep but from about 8-11pm sometimes 12am shes extremely fussy..She'll sleep for mayb 5-10 minute increments at most during this time then be right back up crying again... She won't settle til about 11pm laying on my chest...If I did this she would sleep probably 6 hours if I let her but Weird thing is..If it's before 11p and I lay her on me this does not help one bit...Starting to feel like she has some sort of timer of when it's officially "bed" time lol . Anyway... I'm wondering if 11pm is too late to start a routine, me and my partner are up anyway im just wondering who else is is putting little one down at 11p. Any and all advice welcome FTM

Oh yeah and I really wanna start to get a routine going.
