Depends how old and mature she is. If she's like 13, I'd definitely have a talk about it. I wouldn't get mad because exploring sexuality at a young age is normal. But if she's like 15 or 16 then I think that would be okay. Many girls already have sex by that age anyway.

I would rather her have toys and be open about masturbation than be out having sex with boys risking stds and pregnancy! 
My mom never talked to me about masturbation so I honestly didn't even know what it was until I was 19 and met my husband... I would rather my kid's be open and real with me than lie to me and sneak behind my back,,this is just me as a parent but if I had a daughter (I have a 6yr old son and another son on the way) I would talk to her about it and even take her to a store to get the items she wants... masturbation and watching porn is way better than a accidental pregnancy at a young age.
