Should I go in to L&d

I'm 38 weeks 2 days. I've been having irregular contractions. My daughters head is super low (my ob said she could only get her finger in an inch before she touched her head) it feels like it's going to fall out. (Tmi sorry) it feels like I have to poop but nothing happens. I'm peeing every 5 minutes (sometimes nothing comes out) and over night my feet and ankles swelled and in a week I put on 3 pounds and I barley ate as everything makes me nauseous. My hubby is worried that I'm in labor but my body isn't dilating on its own (I was 1cm and have been like this since 35 weeks. I didn't dilated on my own with my oldest) I have lost my mucus plug. And my OB said she would be surprised if I made it to my appointment Wednesday.
