"Mind your business" people scare me. They're the type to know abuse is going on in many different ways and not think it's their place to tell anyone. 
Please, if you know someone is getting hurt purposefully no matter who or how, tell someone. You have the ability that they may lack.

I complained once about a dog I thought was created longer than 8 hours a day. He was always crying. They came that day. And they wouldn't let him in.

You can report it, but odds are they won't do anything. I think it's wrong to do that, but animal cruelty laws are pretty lax and it's unlikely they'll even take the time to investigate. 😔
