BFF's fiancé was staring at my boobs. What should I do?

Last night my best friend, her fiancé, my boyfriend, and I went out to dinner. While everything was fine at first, I noticed my boyfriend getting significantly quiet and kinda distant, while tightening his hold on my hand underneath the table. We all talked, ate, drank, and just when the bill came, I looked over at my friends fiancé and he was staring at my chest. He eventually looked away and my friend didn't realize--at least I don't think she did--that he was staring at my boobs. 
When we all left the restaurant, my boyfriend tells me that I had done nothing wrong, to not feel bad, and don't be sorry but the fiancé had been staring at my chest the WHOLE night. Not like a little, accidental glance but the zoning out, staring and getting fidgety type of looking.

Obviously I don't know what to do. My best friend is super judgemental and territorial. I know that she hasn't had sex with him for a good amount of time and she doesn't let him watch porn. I don't know what I should do. Should I tell my friend? I'm worried that she will get upset with me (she can be a bit dramatic). However at the same time, they are engaged and I feel like he should be doing shit like this to this extent. I know that guys look but this was just ridiculousness. I'm talking like all night.

Needless to say, it shouldn't matter what I was wearing but it was appropriate for a family restaurant and my boyfriend wasn't bothered by my top. I've know her fiancé for longer than my friend from school. I because best friends with my friend when we became roommates in end of 2012/beginning of 13.

Unpopular opinion but... if someone came to me and said "Your husband was staring at my boobs!" I'd sit there and wait for the rest of the story. Guys stare at boobs. Guys are gross.

I don't understand how women can just say "they are gonna look, they are men" like no? Not all men are gross? Not all men are disrespectful. Not all men need to look at ass and tits "". Like it's not "okay". Especially when you are committed to someone. Sure everyone looks? It's okay to glance at someone and think to yourself "wow he/she is beautiful" but there is no need to stare, or even talk about it with your significant other. There are beautiful people in the world, doesn't mean you need to talk about how you were look at someone's ass or boobs? It's rude. I wouldn't be okay with it.

Maybe I'm weird but it sounds like you've been friends with her fiancé for a long time... so if it was me and someone I was fairly close with I would have called him out on it. He may not have even noticed he was staring the whole time....I've made comments to my male friends if I catch them staring, we laugh and move on. It's not like he was playing footsie or trying to touch you inappropriately.

I have a friend who has great boobs... I find myself staring at them all the time...

Also, if it made you uncomfortable then say something but you'll also have to deal with the rath of that. I wouldn't worry about it. Guys look, and unless it really bothered you I'd let it go.

I would probly tell her but just say it idk kinda like hey so we noticed your bf was staring at boobs the whole dinner the other night I just wanted to make you aware of it is all .and be ready for it to be your fault not his (even though it is definitely his fault idc if your wearing a bra he shouldn't have been staring )to me he disrespected her,you and your bf .
