This will vary widely, especially if they were on certain BCs like Depo. It depends on the person. What's considered a normal length of time for your cycle to be messed up (e.g. not ovulate or have period) depends on the type. It's usually considered normal for your cycle to be messed up for 6 months after stopping BCP.  It's considered normal for it to be messed up for a year after stopping Depo, but it can take up to 2 years for some.
I for one have been off Depo for 4.5 months now and haven't ovulated or bled at all.
