Is it normal that i can't stop mid urination?

I had my baby 5 1/2 weeks ago and the midwife said I should be able to stop my wee mid flow. I was able to do this all the time before birth but I'm still unable to stop it no matter how hard I try. I tore and got cut during vaginal birth and my baby was born with forceps. 
Is this normal that I can't do this?
