Strangers - never.
Family and friends - only if they ask and I feel like it.
Coworkers/acquaintances - again only if they ask and I like them.

Otherwise don't touch me.

Friends and family yip. No strangers though. 
I think I've only had 1 person other than hubby and kids touch my belly though and I've got 4kids.

Framily and family, sure. The daycare director does from time to time after she asked and I have a close enough relationship with her that I don't care.

I worked with a lady that served as a doula and she usually gave random back rubs when she'd see me and I was expecting so I wasn't going to begrudge a belly rub. 😅. She honestly couldn't help herself from trying to comfort an expectant mom and we talked baby talk all the time so it was like whatever.

I come from a really touchy feely upbringing so I'm probably more open to it from people I know. Strangers and male friends is just weird and no.

Thankfully no stranger tried, but even family touching it made me very uncomfortable. My dad would try to do it just to mess with me. 😂
