Can't Empty Bladder

So I'm 39+3 and about a week ago is when this started. Every time I go to the bathroom, I can't empty my bladder fully. I'm in the bathroom every 5 minutes going because nothing is working! Anybody else go through this or experience it? I've tried rocking to move baby, lifting my stomach when going, nothing seems to help. It's like pressure just sitting there and it's really annoying and starting to get painful.
