Bottle vs Sippy cup

My son will be 10 months on the 12th. He is still only on a bottle not a sippy cup. I didn't know I was supposed to start a sippy cup already. He doesn't even hold his bottle. The doctor says it's cause he doesn't want to. I just read he should be off bottle and formula by 1. Does anyone else have a kid that just uses a bottle?
