I've met people where they didn't mean to be rude while be sarcastic and did. I think it's the intentions. Some people don't have the common sense to understand what they're saying isn't funny.

It can be rude if someone is trying to have a serious conversation with you and you're being sarcastic and not taking them seriously.

Like with anything, it's all about tact. Judge the situation and the general mood and if the time is not right, keep that sarcastic remark to yourself.

Like for me sarcasm is great in all situations! My bf used it when my grandma passed away and it did cheer me up a bit as sarcasm is humorous to me. Like it fits in with our morbid sense of humor.

HOWEVER I would not apply that to everyone. Don't usually use sarcasm during a sad or really emotional moment. Otherwise yeah that's bomb as heck

I read in a really good novel once that "sarcasm is the protest of the weak" or something like that.... in other words, sarcasm is a defense mechanism. It is generally rude, used as comebacks when people feel threatened by another or the words of another, generally to point fun at someone when the user feels insecure or offended. It's mockery, twisted around to seem witty and talented. 
But I think, just like any style of speech, it can be totally fine in certain contexts and within certain social circles. If you are your friends love to be sarcastic with each other, go for it! But when in a serious discussion or debate, sarcasm has no place and is childish. And when first meeting someone, depending on the situation, I think sarcasm should be left out.
