Baby Scratches?

Any one else have a LO that scratches​ themselves when tired? At bedtime or when my daughter is sleepy, she'll either scratch at me while nursing or on her arms and legs. I cut her nails every other day and file them, but she still manages to scratch herself to the point she's got little marks all over her that look like she got into a fight with a cactus. Trying to figure out if this is a phase or something she does to self soothe maybe?

Any ideas?
