Mumps outbreak

I have a 3.5 month daughter and we live in Hawaii. There's currently a mumps outbreak here. Is it true that babies don't get the MMR vaccine (measles, mumps, rubella) until they're 12 months? Would I be able to request my daughter get vaccinated already because of this outbreak (obviously if the doctor says it's okay and not harmful)? Like is there a reason they wait until babies are older to get this specific vaccine?
