Baby not showing any sign of crawling+

Baby is 8.5 mo. Hates tummy time unless I play with her. She cant go on her 4s, plank.. basically she doesn't lift her whole tummy (just a part of it). She just does swimming motion. She can't bear weight very well, although she does a little. I asked pediatrician and they said to wait for 9 mo appt.

Does anyone have similar experience ?
