gained weight quickly help

Hello. 
So I work out pretty regularly already I have started to realize my workouts aren't cutting it as I'm gaining weight very quickly and it's not muscle mass as my clothes are getting snug. I am working to wean myself off sugar and drink almost 4 times the water I used to. 
I am taking birth control and I feel as though it's not helping in the weight area. 
I was just wondering if anyone knew some good ways to combat this 100% 
I have worked very hard for my muscles but I have so much fat around them it's not obvious how strong I am. 
I just want to feel good about all the work I do.
