My Baby Sister Is Neglected. HELP, long post 😭

Some of you may have seen a post I made a few months ago where I thought my sister was being neglected. I lived with her then, so I knew I could take care of her. But now I've moved out and had to leave her with my dad and his girlfriend and I'm terrified. First off, before I moved out, their electric got shut off. Now, I would've been more than willing to help turn it back on, except, they had PIP and lost it. So they owed AEP 2,000. But they wanted 1,900 to turn the electric back on. So, I started saving and they were supposed to, too. But instead, they illegally turned the electric back on since the box was in our front yard. I moved out just days after that, and now they've been caught stealing electric. So it's off again. This time owing 3,000 but still the original 1,900 to turn it on, legally. So what do they do? Pick the lock on the box and turn it back on. Once they get caught, one of them, if not both, will probably be arrested. So, they've got that problem that they won't let me help with. (I've offered money numerous times and they either turn it down or use it for something that's not the electric). This doesn't even touch how they treat my sister. Sometime she'll go a whole day without food, and when they do feed her, it's McDonald's. She's 1 1/2 and she is still drinking breast milk as her primary food source. She eats maybe one solid food a day, and the rest is milk. So, she's pretty underweight and small for her age. She's still squeezing into 6 month onesies because they never got around to getting her clothes that fit. So I have bought outfits at yard sales but they sit folded where I left them the day I dropped them off. I get that not everyone wants used clothes for their child but it seems better than squeezing her in clothes that don't fit 🤷🏼‍♀️ they're way too obsessed with the Xbox to do anything else, so she is often left unattended in their house that hasn't been cleaned since I left, since I was the only one to ever clean it. I'm 18, pregnant with my first child and I'm being induced tomorrow, I work a part time, minimum wage job and my fiancé works full time making a little more than minimum wage. I can't stress over her anymore, I have to know she's okay but I will not move my child into that house. Would I have the grounds to file for temporary custody? While they are forced to get themselves together? I'm not in a place to care for two children, but it would be better here than there. I don't want to just call CPS because I don't want them to take her away to another family while they fix things, I would just stress and worry more about her. Anyone know anything about temp custody in the state of Ohio? Any information helps! I've tried researching it but a lot of the wording they use confuses me a little bit.
