So today my dog likes to get under the fence. She's a smaller dog so she doesn't need much room so I grabbed one of the rocks off my property and walked up the hill to put in the ground outside of my fence.

I turned around and my neighbor is standing at her door videotaping me and when I noticed her I waved, she waved back and smiled at me. I walked back into my house and told my bf, apparently he's had problems with the family next door too.

I feel very creeped out and paranoid like I'm being watched. I did nothing on her property other than walk back there to put a rock in the hole my dogs dug. She doesn't have a fence so I walked along my fence. I'm creeped out and worried now, what do you think?
