Dry skin flakes or dried up discharge?

So I'm 19 weeks pregnant and I saw my nipples and saw flakes on them. Not around the nipples but straight in the middle. When I picked them off little spots of water came up and when I touched them it was a sticky mucus. Is this dried up flakes of skin or dried up discharge from milk starting to come early? First pregnancy.
