Did I over react?

So last night my in laws, my sister in law & her fiancé, and a couple of my in laws friends all met for dinner at a restaurant where there was going to be a clear view of fireworks. We sat out on the restaurant patio for dinner and planned to sit there for the fireworks. A couple hours after we were there the patio started filling up and getting busy with other people doing the same thing. People started smoking all over. I got pissed instantly. In the state I live (not sure if it's nationwide) it's against the law to smoke where food is being served. I was irritated because I knew I wasn't going To be able to sit there all night with people smoking all over. So I approached a waitress and said something about how our against the law and she said I don't think it is but I'll talk to the owner. She then said the owner said it was fine. Then my in laws friend complained, again nothing came of it. Now an important part of this is that the restaurant owners are a customer of my mother in law for as space she sells for her family's local paper so the whole time this was going on she sat back and didn't say ONE word because she didn't want to upset the owners. Then my sister in law said to my husband if we don't like it then we can leave. Now I agree in the sense that at that point there was nothing we could do about it so I was ready to leave or relocate.
