I need advice! I want to get engaged but he's not sure

So I want to get engaged and my boyfriend says he's not ready. He has told me it's because he wants to make sure it's right and take our time and that it "doesn't mean he doesn't want to or that he doesn't love me". We've been together a year and a half and don't live together. We recently talked about it and will move in together next year when his lease is up. He lives with a friend of his and his wife but I can't move in there (even though they said they don't care) because he said he doesn't want to start our lives with another couple. So I'm confused because part of what he's saying seems like he's not sure about me yet and the other part of what he's saying sounds like he does want to eventually but that he wants to go through all the steps involved with longterm commitment. What do you ladies think about this?
