Infant Life Vests

My LO is about 20 pounds and a year old. I tried out an infant life vest at the pool a couple of weeks ago and he HATED it. It was the kind that has the head support that goes way up (reminds me of a gurney) and I feel like he couldn't turn his head at all and even kind of constricted his neck. We are debating going on a lake trip so I know he will need an infant life vest of his own but I'm wondering if there's another option out there with less of a constricting head support if that makes sense?! Otherwise we might just have to put off boating and other lake activities until he weighs 30 pounds so he can fit into a regular children's life vest. :/
